On raw price at equal specs (2 vCPU / 4 GB), the ranking is clear: OVHcloud VPS-1 at €3.81 excl. VAT with a 12-month commitment, Hetzner CX23 at €5.99 excl. VAT IPv4 included with no commitment, OnetSolutions GP-4 at €6.39 excl. VAT yearly or €7.99 monthly, Scaleway PLAY2-NANO at about €20 excl. VAT before storage and IPv4.
The ranking flips once you look at what is included: only OnetSolutions bundles snapshots, off-site backups, French-speaking human support under 2 hours, unlimited traffic and the Windows Server licence into the displayed price. OVHcloud sells snapshots and 7-day retention as add-ons, Hetzner bills backups (20%) and snapshots (per GB) and caps traffic at 20 TB, Scaleway offers no automated backup.
On location: OVHcloud, Scaleway and OnetSolutions host in France; Hetzner only in Germany, Finland, the USA and Singapore. With a 12-month commitment the VPS-1 is unbeatable, and 500 Mbit/s to 3 Gbit/s cover network-intensive workloads. Budget for the snapshot and retention add-ons.
